Federal Reports and Data Validation

Accurate federal reporting and passing Data Validation have been challenging since the implementation of NHUIS in 2009. This project was aimed at analyzing the federal reports and data validation requirements vis-à-vis their implementation in NHUIS with the objective of redesigning them so as to improve their accuracy and make the supporting data accessible to identified users. Key successes included generation of federal reports more frequently so that they can be reviewed from time-to-time prior to submission, made the populations that support each run of the federal reports available for review, created on-demand and interactive management reports that are pro-active versions of certain federal reports.

Integrated Trade Module

Enhancements were made to strengthen and streamline the Trade module of NHUIS in almost all its aspects. It was re-hauled to be a comprehensive, well integrated program within NHUIS while addressing all of the Trade Act enhancements.

Benefit Payment Control (BPC) Case Management System

InvestiCase is integrated within the NH Unemployment Insurance System (NHUIS) to facilitate effective case management and more efficient processing of BPC cases. Some of InvestiCase features include:

  • Provide local UI staff with an automated means to record and refer potential fraud to the BPC Unit.
  • Automatically record crossmatch hits.
  • Support the lifecycle and disposition process of an investigation.
  • Automatically generate correspondence, where feasible.

Additionally, InvestiCase enables the BPC supervisor to generate queries and reports regarding the Unit’s performance tracking. InvestiCase has also enabled NHES to standardize operating and investigation procedures. This case management system is ready to implement additional cross-matches such as County prison, Vital Statistic, etc.

Adjudication Smart Scheduler

The adjudication smart scheduler increases the effectiveness and efficiency of the adjudication process to increase timeliness.

Preventing Potential Fraud

This project aimed at implementing more proactive approaches to preventing and reducing overpayments by aggressively targeting the root cause of New Hampshire’s improper payments, including misreported benefit year earnings. The approach is to identify potential fraudulent activities and data patterns and utilize this information to take proactive measures; and to refine current cross-matches to generate additional viable hits for potential fraudulent activities.

Enhanced Claimant Portal

A key design imperative of the new Claimant Portal was to enhance the quality, granularity and comprehensiveness of claims intake by: seeking detailed, accurate and complete claim-specific data; and using any information that is already known to the system to prompt, educate and guide the Claimant into providing a higher quality of data throughout the claims filing process.

Enhanced Employer Portal

The new Employer Portal enhanced the employer’s experience into one comprehensive site. Previously the registration process, account maintenance, filing of quarterly taxes, New Hire reporting, view of notices/determinations and the ability to electronically response to select notices are housed in three different portals. The project objective streamlined the employer’s experience and utilize innovative technology to facilitate the interface.

Collection Case Management System

CollectiCase is integrated within the NH Unemployment Insurance System (NHUIS) to facilitate effective case management and more efficient recovery of overpayments. Through CollectiCase, the Collections Unit was able to automate many of their collection remedies based on well-defined and highly configurable sets of business rules. Additionally, CollectiCase allows Collections staff to:

CollectiCase has enabled the Collections Supervisor to keep abreast of the status of cases in the Unit and quickly reassign cases when appropriate. CollectiCase has also enabled NHES to standardize operating procedures and use a uniform set of communication templates and methods when interacting with external entities, streamline Collection procedures and measure the effectiveness of different recovery methods.

RESEA Appointment Scheduler

RESEA Appointment Scheduler aids in administration of the RESEA program and improving process efficiencies for appointment scheduling, meeting reminders and reducing calls to state staff for scheduling/re-scheduling.

Auto Reminder Dialer

The auto reminder dialer is an automated tool that telephones the claimant and increases the timely compliance in the areas of Appeals, 1-on-1 services as well as claimant reminders for filing continued claims and filing of new benefit year.

Enhanced Cross Match Facilities

The smart and effective use of relevant information and data, internal and external to the UI system, is a strategic approach to improving program integrity and ensuring that only eligible individuals are collecting UI benefit payments.

State Information exchange System (SIDES)

UI SIDES is a Web-based system that allows NHES and other state employment security agencies to exchange information with employers and their third party administrators on the circumstances surrounding individual claimant job separations. It is a tool that enables the smooth flow of information which results in more timely and accurate determinations, fewer incorrect payments, and reduces administrative costs for employers and state agencies. A Single Sign-on feature was intuited with the new Employer portal enhancing the small employer’s experience and promoting timely responses.

Treasury Offset Program (TOP)

The TOP program was successfully instituted in 2012. TOP is a centralized offset program administered by the U.S. Treasury to collect delinquent debt owed to federal and state agencies. State UI agencies use TOP as an effective tool to recover overpayments that are the result of fraud or failure of the claimant to report weekly earnings. Offsets against a debtor’s federal income tax refunds are forwarded to the state UI agency to pay or reduce the delinquent debt.

Appeals

The various Appeals projects have facilitated the recording of Appeals Tribunal decision information and auto-generating Notices thereof; updated the functionality of associating an appeal interested party and the issuance of hearing notices to the appeals parties; instituted optional auto-reminders of upcoming scheduled hearings; and, modified appeal notices.
